3. Further, Mr. Thomas holds strongly

the opinion that, in the circumstances of the

Colony, it would be extremely undesirable

for the Governor of Hong Kong to accommodate the

Central Government of China in such a matter as

this without the clearest legal authority for

action in the sense desired; and, he regrets that

he is unable to offer any suggestion for the

purpose mentioned at the end of your letter.

In order to ensure that no action
